1. Project scope
Mainly include higher education development research, talent training model reform and innovation, professional construction, curriculum construction, education and teaching method reform, innovation and entrepreneurship education reform research, grassroots teaching organization and teacher team construction, teaching management and quality assurance system construction, etc. (see details Reference Guide for Project Establishment).
2. Project declaration
(1) Project type and application method
1. School application: It is divided into three categories: major special projects, key projects and general projects. The indicators are: 1 major special project and 1 sub-project, 7 key projects, and 10 general projects; among them, school and college management personnel (including School leaders, teaching and administrative office staff) preside over or participate in the declaration (limited to the top 3) key projects not more than 4, and not more than 2 general projects.
2. Application by the Teaching Steering Committee: All professional teaching committees in Shandong Province can apply for one key project in this field, which does not occupy the school's reporting index.
(2) Basic conditions
1. The project host is a full-time teacher or teaching management staff of the school. In the past 3 academic years (September 2018-2021.7), at least one course will be taught to undergraduates in each academic year, with an average of not less than 96 hours of undergraduate teaching per academic year (full-time teachers study off-the-job) , During the period of study abroad, and teaching management personnel do not make teaching requirements).
2. The host of general projects and key projects should have intermediate or above professional and technical positions, and have been engaged in higher education teaching (management) work for more than 5 years; major special project hosts should have associate-senior and above professional and technical positions, and be engaged in higher education Education and teaching (management) work for more than 10 years.
3. As the project leader, you can apply for a general project, a key project or a major special project. If the provincial education reform project (including the teaching achievement cultivation project) that is currently presiding over the research has not passed the final acceptance check, it is not allowed to declare a new project as the host. School-level leaders do not participate in the application of general projects and key projects.
4. In principle, there are no more than 10 main participants (including moderators) in general projects and key projects; there is no limit to the number of main participants in major special projects.
5. Projects that have been approved by departments at the same level or above shall not be declared repeatedly, and the same project shall not be submitted to different types at the same time.
(3) Declaration requirements
1. The topic selection of the project is in line with the development direction and application guidelines of higher education, focusing on the construction of new engineering and new liberal arts under the background of the transformation of the energy industry and the dual carbon goal, the upgrading of traditional majors, the training of interdisciplinary and compound talents, and the training of new talents The experimental area, the integration of science, education, production and education, and the deepening of first-class professional and first-class courses.
2. The project research objectives are clear, the implementation plan is fully demonstrated, feasibility is strong, the expected results are rich, the team member composition is reasonable, and the joint application of inter-school, school-enterprise, and school (institute) is emphasized, and collaborative innovation.
3. Each department can declare a total of 2 key and general projects (should be classified into different categories of the application guide AI type topic selection); can declare 1 major special project (including sub-topics), which needs to be based on the whole country or the whole province Research from a perspective can provide a reference for the formulation of policies in Shandong Province. Other teaching-related units are limited to 1 item, and there is no limit to the type of project and the type of topic.
Three, time arrangement
1. Department application (9.15-9.25): All units combined with the school and Shandong Province project requirements, overall consideration of the teaching reform project application work, organize the project team to carefully sort out the project research content, fill in the application materials, September 22nd before 10 o'clock in the morning Submit to the teaching office of the college. After publicizing that there is no objection, the electronic draft of the project declaration and the declaration summary will be submitted to the Academic Affairs Office before September 25.
2. School selection (September 26-9.30): The school organizes experts to review the projects recommended by each unit and determine the list of various project recommendations.
3. Improving and upgrading (10.1-10.8 days): The school organizes experts to guide the project, and the school department and project team should take the initiative to contact experts inside and outside the school to jointly improve the quality of project application.
4. Project submission (10.9-10.11): The project team logs in to the Shandong Education Reform Project Management System (http://221.214.56.13:8324/bkjg/), and completes the online filing of the application materials.

2. The person in charge of each project should carefully prepare the project approval materials in accordance with the requirements of the notice, systematically sort out the content of the project, and achieve advanced concepts, distinctive features, outstanding innovations, and high-quality completion of project declarations.
3. The electronic version of the project application materials are submitted first, and then the paper materials will be submitted according to the submission needs in the later period.
